What is PTASP 49 CFR Part 673?
The Federal Transit Administration (FTA) published the Public Transportation Agency Safety Plan (PTASP) that requires certain operators of public transportation systems receiving federal funds to develop safety plans that include the processes and procedures to implement a Safety Management System (SMS). The rule went into effect on July 19, 2019 with a compliance date of July 20, 2020. Please note that the deadline has been effectively extended to December 31, 2020 due to the COVID-19 pandemic.
Each safety plan must include, at minimum, a documented process of the agency’s SMS, including the agency’s Safety Management Policy and processes for Safety Risk Management, Safety Assurance and Safety Promotion. Also, a process and timeline for annual review and updates to the safety plan must be included.
Safety Plan Subpart B
Performance Measurement
Subpart B of the SMS must include performance targets based on the safety performance measures established by the FTA’s National Public Transportation Safety Plan. Transit agency safety professionals may have processes on the reporting of fatalities, injuries and system reliability, but other components including property damage, vandalism and theft must be tracked also.

SMS Four Key Components
Safety Management Policy – a written document laying out the processes and procedures of the safety plan including the safety objectives of the agency, a confidential employee reporting program, and organizational accountabilities and safety responsibilities.
Safety Risk Management – process for risk and hazard identification and strategies for risk mitigation.
Safety Assurance – processes for safety performance monitoring and measurement including conducting investigations of incidents and monitoring information reported through internal systems. This also requires processes for management of change and support of continual improvement.
Safety Promotion – develop and implement a comprehensive safety training program for all employees, and agencies must inform employees of safety actions taken due to employee reports.

Documentation and Recordkeeping
Transit agencies must maintain all of the documentation regarding their SMS and Public Transportation Agency Safety plans, including results for at least three years.
