By now you have heard a lot about the requirements and timelines of the PTASP Final Rule and may have completed your implementation. Or you may be just getting started.

In either case, you might be surprised to learn that PTASP can be more than just a regulatory compliance exercise. Like OSHA’s VPP or ISO 45001, the benefits of PTASP extend beyond creating a safer workplace to creating a more productive one.

Sospes helps your organization manage PTASP compliance while improving operating performance. Sospes’ software engages your employees, simplifies inspections and incident reporting, automates administrative tasks and provides analytic reporting that helps mitigate risks and support continual improvement programs.

PTASP: Compliance Made Easy

Benefits of Safety Management Software for PTASP

While there is no specific requirement that organizations implement software to manage their safety management system, our experience has shown there are significant advantages in doing so. A well-designed software system will dramatically simplify the administrative overhead of managing the tasks and record-keeping requirements imposed by an appropriate PTASP-compliant safety management system.

Specific areas that become easier with automation are the requirement that organizations conduct regular audits of their systems to ensure that they are performing as expected and document those audits.

Another is the requirement that organizations support continual improvement by analyzing reported incidents, close calls and other observations, identifying risks posed by these reports and then mitigating those risks – all of which must be documented with results reported back to employees.

Sospes supports your safety management system with the easiest-to-learn, simplest-to-use mobile reporting app in the industry, coupled with organized task management workflows and powerful analytic reporting of trends, risks and even leading indicators of risk.

What is PTASP 49 CFR Part 673?

The Federal Transit Administration (FTA) published the Public Transportation Agency Safety Plan (PTASP) that requires certain operators of public transportation systems receiving federal funds to develop safety plans that include the processes and procedures to implement a Safety Management System (SMS). The rule went into effect on July 19, 2019 with a compliance date of July 20, 2020. Please note that the deadline has been effectively extended to July 21, 2021 due to the COVID-19 pandemic.

Each safety plan must include, at minimum, a documented process of the agency’s SMS, including the agency’s Safety Management Policy and processes for Safety Risk Management, Safety Assurance and Safety Promotion. Also, a process and timeline for annual review and updates to the safety plan must be included.

Safety Plan Subpart B

Performance Measurement

Subpart B of the SMS must include performance targets based on the safety performance measures established by the FTA’s National Public Transportation Safety Plan. Transit agency safety professionals may have processes on the reporting of fatalities, injuries and system reliability, but other components including property damage, vandalism and theft must be tracked also.

Safety Plan Subpart C

SMS Four Key Components

Safety Management Policy – a written document laying out the processes and procedures of the safety plan including the safety objectives of the agency, a confidential employee reporting program, and organizational accountabilities and safety responsibilities.

Safety Risk Management – process for risk and hazard identification and strategies for risk mitigation.

Safety Assurance – processes for safety performance monitoring and measurement including conducting investigations of incidents and monitoring information reported through internal systems. This also requires processes for management of change and support of continual improvement.

Safety Promotion – develop and implement a comprehensive safety training program for all employees, and agencies must inform employees of safety actions taken due to employee reports.

Safety Plan Subpart D

Documentation and Recordkeeping

Transit agencies must maintain all of the documentation regarding their SMS and Public Transportation Agency Safety plans, including results for at least three years.

Hear From Our Clients to Learn How Sospes Has Helped Their Organizations

“I can say so much about SOSPES. This is the first time I‘ve had such an easy program to implement. I was new to Via and searching for something that was user-friendly and would not deter employees from using. SOSPES is it! The customer service from the SOSPES team has been amazing and the level of service one doesn’t normally get with software companies. I appreciate that greatly.”

“From the introduction, demonstration, cost proposal, implementation and company execution…overall, SOSPES has been the best software support vendor we have ever dealt with.”

“As a U.S. manufacturer, continuous improvement and lean management is required in order to remain competitive and responsive to our customers. This means we are continually looking for tools that support improvement and efficiency efforts. In 2018, we partnered with Sospes to create efficiencies in our reporting and inspection processes and to compile the resulting metrics in a manner that effectively drives resource allocation. To date, our incident rate has reflected a 42% Year-Over-Year improvement. While we have a lot of activities directed at lowering our injury rate, Sospes definitely deserves some of the credit for this improved performance.”

“My overall experience with SOSPES has been excellent and their customer and tech support has been world class every step of the way. That alone speaks volumes these days! Thank you SOSPES team!”
